QOF changes for 2014/15

England

  • Third of points (341) withdrawn and transferred to new enhanced services and core pay
  • Retired indicators:
    • 24 indicators (182 points) retired in the clinical domain
    • 6 indicators (33 points) in the public health domain (domain withdrawn)
    • 1 patient experience indicator (33 points, domain withdrawn)
    • 9 quality and productivity indicators (100 points, domain withdrawn)
  • Value of retired indicators to average practice: £54,000

Scotland

  • Over a quarter (264) points retired and moved to core pay
  • Retired indicators:
    • Clinical indicators (151 points)
    • Disease registers (80 points)
    • Patient experience indicator (33 points)
  • Funding from retired indicators transferred to core pay based on average achievement over last three years
  • New indicators:
    • Five new quality and productivity measures
    • Health and social care integration indicator
    • Access review indicator
    • Continuous quality development indicator
  • Scotland will return to 15- and 27-month cycles for indicators changed in 2013/14

Wales

  • Third of points (344) retired and funding transferred to core pay, a Clinical Governance Self Assessment Toolkit, and a new local service development domain in QOF.
  • Remaining clinical QOF indicators’ timeframes extended to three years, with some exceptions
  • Seven QOF thresholds have been lowered
