Contract guidance for England published

NHS England and the BMA have published further details of the GP contract, including the service specification for the network contract DES and the template primary care network agreement.

Full guidance for the 2019/20 QOF has also been published, along with case studies for the new quality improvement domain and documentation for the end-of-life care and safe prescribing modules.

In addition, NHS England has published information relating to VAT that might impact how networks are structured, although it warns that networks should take their own legal and financial advice on the potential tax implications of their arrangements.

However, a template data sharing agreement has yet to be published and the DES specification warns that this will need to be in place for the network to be approved. The guidance says this will be published 'in due course'.

Network agreement

The network agreement consists of a set of clauses that are mandatory and cannot be altered by networks along with a set of schedules which should be filled in by each network with its specific arrangements. The agreement and service specification also confirm that only one practice within the network can receive network funding - this must be a holder of a GMS, PMS or APMS contract.
