Private referrals to NHS services

What happens if one of our NHS patients sees a private GP who refers them for NHS treatment at our acute trust? Should the cost get billed to our practice-based commissioning (PBC) budget? Can we prevent this from happening? It seems unfair that our practice has to pick up the tab when we could have referred the patient concerned to lower cost community-based care or provided medication.
