Referral rates

Two practices in our commissioning group may be over-referring as their rates are around 150 per cent of the PCT average. The other practices - the majority - are all around 70 to 80 per cent of the average. How can we find out if there are special factors accounting for this and, if appropriate, re-educate the GPs to refer less?
