PMS and partnership

In January, and after talking to my four partners and taking the PCT's advice, I submitted my application to take 24-hour retirement. We are a PMS practice and the PCT recently sent contract variation forms for us to sign. One partner signed and the others refused with no explanation to me. The PCT says they will have to sign but it seems they are playing some sort of game with me. If they will not sign, then I will have to withdraw my application in order to stay in the partnership.
